Foreign Office to India Office.

Foreign Office, May 29, 1913. WITH reference to the debate in the House of Commons on the 7th May and previous correspondence, I am directed by Secretary Sir E. Grey to transmit herewith, to be laid before the Marquess of Crewe, copy of a telegram from His Majesty's Minister at Peking,* stating that the result of the investigation conducted by British consular officers and Chinese officials in the provinces of Anhui, Hunan, and Shantung shows that opium cultivation has been completely eradicated; Sir J. Jordan consequently proposes to add these provinces to the list of those closed to Indian opium.

Subject to Lord Crewe's concurrence, Sir E. Grey proposes to approve this

course.

It will also be seen that the summary of information on the opium question, which would be suitable for laying before Parliament, is now on its way home.
